The Oyo State Government has denied a false message currently circulating among pensioners regarding a supposed verification exercise.

This was indicated in a statement issued and made available to the media on Friday by the Commissioner for Establishments and Training, Prof. Salihu Adelabu.

He clarified that the notice, which demands Pensioners to submit photocopies of their pension authority certificate along with account details and phone numbers, to Room 103 of the Ministry is fraudulent and should be disregarded.

He cautioned pensioners to be vigilant against misinformation, stressing that the Ministry will personally contact the next eligible individuals when it is their turn to receive their benefits.

Prof. Adelabu emphasized that all official information is  communicated  through recognised and credible channels and encouraged pensioners to verify any suspicious information before acting on it.

He reaffirmed that the Oyo State Government, under the leadership of Governor Seyi Makinde, remains fully committed to the welfare of retirees and will continue to uphold transparency and due process in all pension and gratuity matters.

Adelabu also urged members of the public to assist in disseminating accurate information, noting that protecting pensioners from fraud and misinformation is a collective responsibility.

The Oyo State Government has approved a Homegrown Scheme of Service for Community Nursing Superintendent and Midwifery cadres, covering Grade Levels 06 to 14, within the State’s civil/public service.

This new scheme is designed to standardize career progression and improve the quality of care provided by these essential healthcare professionals.

The Commissioner for Establishments and Training, Prof. Salihu Adelabu, who affirmed that the approval is a testament to the Government’s commitment to strengthening grassroots healthcare delivery and professionalizing the roles of frontline health workers.

The approved cadres will be reflected in the 2025 Establishments Estimate of relevant Ministries, Departments, and Agencies (MDAs) across the State civil and public service.

This inclusion is aimed at ensuring proper recognition, budgeting, and deployment of personnel under the new structure.

According to Prof. Adelabu, the newly approved Homegrown Scheme of Service outlines a structured career path, with clearly defined duties, qualifications, and promotional prospects for officers in the community nursing and midwifery cadres.

He said it is designed to promote efficiency, job satisfaction, and long-term retention of trained healthcare professionals in the State.

He further stated that the implementation is to commence immediately, with administrative coordination to be handled by relevant Government agencies and departments.

The Government urges all officers within the newly structured cadres to embrace this development as a platform for renewed commitment, professional advancement, and enhanced service to the people of Oyo State.

The Oyo State Government, through the Ministry of Establishments and Training, has announced its alignment with the Federal Government’s directive on the comprehensive audit of staff within the Centrally Deployed Cadres (CDC).
The staff audit exercise is scheduled to take place from Monday, July 14, to Friday, July 25, 2025.
The exercise is aimed at optimizing workforce management and enhancing operational efficiency across Ministries, Departments, and Agencies (MDAs).
In a statement issued on Saturday, the Commissioner for Establishment and Training, Prof. Salihu Adelabu said the proactiveness of the Ministry aligns with the initiative of the Federal Government through the Office of the Head of Civil Service of the Federation on Staff Audit.
Professor Adelabu noted that the audit is designed to ensure accurate documentation and improve records management, thereby aiding the development of a reliable data bank for CDC officers across all MDAs.
“The proactive steps taken by the Oyo State Ministry of Establishments and Training are in alignment with the Federal Government’s directive to update nominal rolls and validate officers’ information on the Integrated Personnel and Payroll Information System (IPPIS),” the Commissioner stated.
He called on all MDAs to extend full cooperation to the audit team to ensure a smooth, transparent, and successful exercise.

..trains 80 Officers for modern service delivery
The Oyo State Government has reiterated its commitment to reviving the Simeon Adebo Staff Development Centre to meet the demands of modern public service.
The Commissioner for Establishment and Training, Professor Salihu Adelabu,made this known at a one-day capacity-building workshop for 80 officers drawn from clerical, secretarial assistant, and procurement/store cadres.
Speaking at the event held at the Simeon Adebo Staff Development Centre, Secretariat Ibadan, Prof. Adelabu described the training as a step towards equipping civil and public servants with 21st-century skills needed for effective governance and service delivery.
He noted that the training marks the beginning of a broader state-wide programme designed to cover all service cadres and improve professional standards across the board.
According to him, Governor Seyi Makinde’s administration remains fully committed to civil service reform through sustainable investment in staff development.
“We are reviving this centre to deliver cutting-edge training. Today’s sessions include modules on the Procurement Act, and practical lessons in laws, regulations, and operational tools. Clerical officers must understand the shift from conventional systems to emerging technologies like artificial intelligence. Without training, lapses are inevitable; we choose to empower, not blame,” he stated.
Prof. Adelabu urged participants to embrace the programme wholeheartedly, describing them as valuable assets whose skills will shape the future of public service in Oyo State and beyond.
In his remarks, the Permanent Secretary of the Ministry, Mr. Taiwo Mustapha, acknowledged that limited resources and global economic challenges continue to affect public institutions.
He encouraged participants to remain resilient and committed to excellence.
“No matter the constraints, you can stand out through motivation, dedication, and a proactive embrace of ICT and AI tools. Those are the keys to leadership and relevance in today’s service environment,” he stated.
Speaking on behalf of the participants, Mr. Ajayi Oluropo expressed appreciation to Governor Seyi Makinde’s administration for prioritizing workforce development. He described the training as timely and crucial for improving efficiency and boosting the professional competence of officers across various roles.

The Oyo State Government on Wednesday cancelled the collection of N4,000 administrative fee for retireee, a move aimed at alleviating financial burdens on civil servants.

This was contained in a statement made available to newsmen by the Commissioner for Establishments and Training, Hon. Olusegun Olayiwola, citing Governor Seyi Makinde’s commitment to enhancing retirees’ welfare.

Olayiwola added that previously, retirees were required to pay N4000 to access the retirement form at the Ministry of Establishments and Training. However, with the Governor’s directive, an electronic form has been designed online at no cost to retirees.

He stated that this decision reflects the Governor’s efforts to prioritize retirees’s well-being, adding that the Executive Governor, Engr. Oluseyi Makinde increased the gratuity payment to N500million monthly from the N250million been paid previously which has jacked up the number of retirees that receive their gratuity monthly , seamless and problem free.

Olayiwola emphasised that the abolition of the fee is a significant step towards reducing financial stress on retirees. It has also underscores the Government’s dedication to streamlining process and eliminating unnecessary costs.

He recalled that recently Oyo State Government initiated e-payment of gratuity benefits which is a seamless and secure transactions adding that the developments demonstrate the administration’s focus on promoting retirees’s welfare and well-being.

The Permanent Secretary, Mr. Olajide Okesade appreciated the abolishment of the form as lessening financial bondage on retirees and demonstrating genuine concern for retirees’s welfare.

The Oyo State Government says it has begun the payment of gratuity benefits to retirees via e-payment.

The State Commissioner for Establishments and Training, Hon. Olusegun Olayiwola, announced this development during a three-day symbolic data capturing and e-payment exercise for retirees at the Nigeria Union of Pensioners’ Building in Agbarigo, Onireke, Ibadan.

The Commissioner told the retirees that this will ensure a seamless and secured payment process, free from any potential disruptions.

Olayiwola disclosed that the initiative will involve capturing and validating retirees data from June 2014 to December 2014 and June 2019 to December 2019, to start-off, while arrangements to capture other retirees promptly have also been made.

He assured pensioners that Governor Seyi Makinde is fully committed to fostering a mutually beneficial relationship with the Nigerian Union of Pensioners, Oyo State Chapter, and other relevant stakeholders to improve the lives of retirees and all citizens of the State.

Dr. Olusegun Abatan, the State Secretary of the Nigerian Union of Pensioners, Oyo State Chapter, underscored the advantages of e-payment for retirees, emphasizing its ability to enhance security, accuracy, and speed in the distribution of gratuities.

He lauded Governor Seyi Makinde for prompt disbursement of funds on gratuities since assuming office as the Governor of Oyo State in 2019.

During his closing remarks, the Permanent Secretary, Ministry of Establishments and Training, Mr Olajide Mamud Okesade expressed gratitude to Governor Seyi Makinde, the Head of Service, the Commissioner for consistently and promptly disbursing Wage Awards to retirees and Civil Servants and other dividends.

He highlighted the benefits of e-payment, including increased security, faster access to funds, and the elimination of risks and elimination of delays associated with physical checks, such as theft or loss.

The Oyo State Commissioner for Establishments and Traning, Hon. Adeniyi Adebisi has called for Unity and Cooperation among staff, to bring development to the Ministry and the State at large.

Hon. Adeniyi made this known, during the New Year prayer, held at the Ministry  on Thursday, he said, development can only be accomplished by collective effort of all members of staff.

He also promised to continue to make the Ministry an enabling environment in order to have better service delivery.

In the same vein, the Permanent Secretary of the Ministry, Mr Olajide OKESADE corroborating the Hon. Commissioner’s remarks, appealed to members of staff to be dedicated as they have been noted for.

Speaking further, OKESADE assured the Commissioner of the full support of the staff.

He enjoined the staff to avoid any form of illegal practices in the discharge of their duties.
